The senate was called to order at 2 o'clock p. m. by the presi

dent.

The roll was called, and all the senators were present.

On motion of Senator Selling, the rules of the last session were adopted as the rules of this session, excepting rule 18, which is modified to read 240 copies-substituted for 250 copies.

Senator Kuykendall introduced senate concurrent resolution No. 2.

SENATE CONCURRENT RESOLUTION NO. 2.

Resolved by the senate, the house concurring, That the secretary of state be requested to present such a report of the business of his office and the condition of the finances of the state of Oregon as will enable the legislature to intelligently transact the business for which it is called together in extraordinary session.

On motion, the resolution was adopted.

Sentate bill No. 1. Senator Brownell. A bill for an act to repeal sections 402 to 425 of title LXXIII, miscellaneous laws of Oregon.

Senate bill No. 1 was read first time and passed to second reading without question.

Senate bill No. 2. Senator Mackay. A bill for an act to establish and incorporate the port of Portland.

Senator Mackay moved that the rules be suspended and that senate bill No. 2 be read first time by title only.

On this question the roll was called and the vote was:

On motion of Senator Reed, the senate adjourned.

The journal of the proceedings at the morning session of yesterday was read.

On motion of Senator Brownell, further reading of the journal of yesterday's proceedings was dispensed with.

SENATE CONCURRENT RESOLUTION NO. 3.

Resolved by the senate, the house concurring, That a committee, consisting of two on the part of the senate and three on the part of the house, be appointed to wait upon the governor and inform him that both the senate and house are now organized and ready to receive from him any message he desires to deliver.

On motion, the resolution was adopted.

Senate bill No. 4. Senator Dufur. A bill for an act to amend section 2334 of chapter X of the miscellaneous laws of Oregon, as compiled by W. Lair Hill, as relating to terms of circuit

court.

Senator Dufur moved that the rules be suspended and that senate bill No. 4 be read first time by title only.

On this question the roll was called and the vote was:

Senate bill No. 5. Senator Daly of Lake. A bill for an act to amend section 2752 and to repeal sections 2730, 2735, 2736, 2737, 2753, 2754, 2755, 2756 and 2757, miscellaneous laws of Oregon. Senator Daly moved that the rules be suspended and that senate bill No. 5 be read first time by title only.

On this question the roll was called and the vote was:

Senate bill No. 7. Senator Selling. A bill for an act to regulate and fix the compensation of the district attorney of the fourth judicial district and other officers.

Senator Selling moved that the rules be suspended and that senate bill No. 7 be read first time by title only.

Senate bill No. 9. Senator Brownell. A bill for an act to provide for a constitutional convention.

Senator Brownell moved that the rules be suspended and that senate bill No. 9 be read first time by title only.

Senate bill No. 12. Senator Mackay. A bill for an act to amend sections 3892, 3917, 2919 and 3920 of chapter XVI of Hill's annotated laws of Oregon.

Senator Mackay moved that the rules be suspended and that senate bill No. 12 be read first time by title only.

Senate bill No. 14. Senator Harmon. A bill for an act to amend an act entitled an act to incorporate the city of Grant's Pass.

Senator Harmon moved that the rules be suspended and that senate bill No. 14 be read first time by title only.
