[No. 1.] AN ACT to authorize the construction or purchase of detention hospitals, or for the securing of the care and treatment of persons afflicted with contagious or communicable diseases, in cities within this State having a population of not less than five thousand inhabitants. The People of the State of Michigan enact: SECTION 1.
