To the Honorable the General Assembly:

The Twenty-Eighth Annual Report of the Registration of Births, Marriages and Deaths in Rhode Island, is herewith submitted. The statistics presented are for the year ending December 31, 1880.

The methods of classification employed are the same as in previous Reports, and the arrangement and order of the Tables are nearly the same.

Diagrams have been introduced for the first time, to show the average annual proportion to the population, of the births and deaths in each of the several towns, during a period of ten years; and some additional summaries and synopses, with comments, are also presented, to elucidate particular subjects of inquiry, or show various comparative relations in a concise form.

The general results of registration in the State, as reported for the year 1880, are as follows:

There were 6,295 births; 2,769 marriages; and 4,829 deaths.

Of the births, 192 were still-born, and 6,103 were of living children.

The whole number of births were 55 less than in 1879, and the number of still-born 24 less.

There were 373 more marriages, or 746 more persons married in 1880 than there were in 1879, and the number of deaths were 357 more.

The following summary will show in a condensed form, the proportion of the several events of births, marriages and deaths in 1880, to the population, in the different divisions of the State, on the basis of the Census of 1880:

There has been considerable improvement in the forms of the returns, as made out by some of the town clerks, and there is evidence that the canvass has been more thorough and complete in many of the towns, than in some years heretofore.

There will, however, never be perfectly accurate and complete returns of births and deaths, until the Statutes require, and the law enforces, a return of each to the town or city clerk or registrar, at the time of occurrence.
