The joint resolution was then placed on the order of third reading.
On motion of Mr. Chamberlain,
The House took a recess for 15 minutes.

AFTER RECESS.

Mr. Rulison, addressing the Chair, presented charges against Repre. sentative Kerr, for misfeasance in office.

Whereupon,

The Speaker announced charges against Representative Kerr on be. half of the committee on Geological Survey.

Messrs. Rulison, McCallum, Heineman, Gillam, Kelly and Handy addressed the Chair in mitigation of the charges, and Messrs. Chamberlain and Carton gave expression to what they claimed was the unanimous wish of the House, that Mr. Kerr should be pleasantly dealt with, by presenting to Mr. and Mrs. Kerr, on behalf of the House, and the employees, a silver service of exquisite design, with accompanying art utensils.

Mr. Cheever addressed the Chair, enforced the claim that Mr. Kerr vas not properly chargeable with any offense, since, in doing as he had done, in having taken a wife without due consultation with his fellow members, he had done well; and moved that the Speaker administer such proper sentence for his breach of time-honored unwritten rule as he should see fit.

The motion of Mr. Cheever was unanimously concurred in.

The Speaker, in kindly words, expressive of best wishes and fond hopes for a happy life, decreed that the marriage bond between Mr. and Mrs. Kerr should be permanent to the end of life.
