The Queen has been pleased to appoint Samuel' Creelman, Esquire, to be a Member of the Legislative Council of the Province of Nova Scotia ; and Andrew Nicol, Esquire, to be a Member of the Legislative Council of the Island of Ceylon.

Board of Trade, Whitehall,
January 4, 1861.

The Right Honourable the Lords of the Committee of Privy Council for Trade, have received from the Secretary of State for Foreign Affairs, translations of notices issued by the Lisbon Board of Health, which have been received from Her Majesty's Consul at that Port, to the following effect:

1. The port of Bahia is considered to be suspected of infection with the yellow fever, as from the 29th November last.

All the other ports of Brazil are considered to be clean, with the exception of Rio de Janeiro and Para, which continue to be suspected.

2. The port of Loanda is considered to be infected with yellow fever, and all the other ports of the province of Angola suspected of the same disease.
