BOARD OF ALDERMEN,

The Committee on Wharves, Public Lands and Places, presented the following Report in favor of the Petition of Joseph Crowell, to remove the Hay Scales from Amos street to Charles-street, which was adopted and ordered to be sent to the Board of Assistants for concurrence. J. MORTON, Clerk.

The Committee on Wharves and Public Lands and Places, to whom was referred the annexed petition of Joseph Crowell, lessee of the Hay Scales, at the pier extending from Amos-street,

RESPECTFULLY REPORT:

The petitioner states in his memorial that much inconvenience exists from the present arrangements in relation to the

place set apart as special berths for vessels bringing loose hay to the city, viz. the pier at the foot of Amos-street, arising from the fact that the same pier has been appropriated by the Corporation as a place to land, and take on board passengers by the different lines of steamboats on the North River. The carts in loading the hay, necessarily occupy much room, and the carriages which convey passengers to and from the steamboats, must pass up and down the pier, and in consequence much confusion and perplexity ensues. But there is another and stronger reason urged by the lessee for a change of the location of the hay boats, and that is the great and imminent danger of fire from the steamboats, being in the immediate vicinity of a number of hay boats, with large quantities of loose hay on board.

By a wise provision of the Ordinance of the Common Council in relation to the hay boats, they are prohibited, under severe penalties, at any time, or under any circumstances, from having fire on board of them, and yet by a singular oversight, the most dangerous mode of using fire, that is by steamboats, has been permitted to be brought directly in their vicinty.

The Committee having investigated this matter, are convinced it ought to be amended, by removing the hay boats to to another location, and approve the suggestion made by the lessee, viz. that the pier at Charles-street be used for that purpose, and offer the following:

Resolved, That the pier at the foot of Amos-street being the present location for the hay boats, be no longer used fo that purpose.

Resolved, That the pier at the foot of Charles-street be and the same is hereby appropriated for the use of boats bringing loose hay to this city for sale.

Resolved, That the lessee, Joseph Crowell, be and he hereby is authorised to remove his hay scales from their present

situation at Amos-street to the head of the pier at Charlesstreet, he paying the cost of such removal.

The before-mentioned papers consist of two petitions, both signed by a large number of persons, the one praying for the opening of the Seventh Avenue from 21st-street to the Bloomingdale Road, and the other, that the opening of the
