SEC. 4. The Auditor General shall incorporate in the State tax for the years nineteen hundred nineteen and nineteen hundred twenty, sufficient amounts to reimburse the general fund for the appropriations hereby made. This act is ordered to take immediate effect. Approved April 19, 1919.

AN ACT providing appropriations for the State Game, Fish and Forest Fire Commissioner's Department for the fiscal years ending June thirty, nineteen hundred twenty, and June thirty, nineteen hundred twenty-one, for maintenance, operation and other specific purposes, and to repeal other acts or parts of acts making appropriations therefor.

The People of the State of Michigan enact:

SECTION 1. There are hereby appropriated for the State Game, Fish and Forest Fire Commissioner's Department for the fiscal years ending June thirty, nineteen hundred twenty, and June thirty, nineteen hundred twenty-one, the following amounts:

SIONER'S DEPARTMENT.

For payment for services and expenses, mainte-
nance and operation in the State Game, Fish
and Forest Fire Commissioner's Department.

For payment for services and expenses, maintenance and operation in the Department of the State Game, Fish and Forest Fire Commissioner's Department, the income derived from licenses and fees in the manner and for the purpose provided by law, which shall be wholly financed and maintained by such income and from no other source for the fiscal year of nineteen hundred nineteen and nineteen hundred twenty and for the fiscal year nineteen hundred twenty and nineteen hundred twenty-one: Provided, however, That an appropriation for payment for services and operation for the preservation of the forests of this State and for the prevention and suppression of forest and prairie fires, under act number two hundred forty-nine, Public Acts of nineteen hundred three and acts amendatory thereto, shall be available.

SEC. 2. The amounts hereby appropriated shall be paid How paid. out of the State treasury, and the disbursing officer of the State Game, Fish and Forest Fire Commissioner's Department shall render his accounts therefor, at such times and in such manner as is or may be provided by law.

AN ACT to prohibit the display of a red flag, in certain cases, in any public assembly or parade; declaring the violation to be a felony and providing penalties.

The People of the State of Michigan enact:

Unlawful

SECTION 1. It shall be unlawful for any person or persons to display. to display a red flag in any public assembly, parade or demonstration conducted in this State. The use of such a flag at any such assembly, parade or demonstration shall be considered as prima facie evidence of its use as an emblem of anarchy.

SEC. 2. Any person or persons violating the provisions of Penalty. section one of this act shall be deemed guilty of a felony, and, upon conviction, shall be fined in a sum not exceeding one thousand dollars or by imprisonment in the State prison not exceeding five years, or by both such fine and imprisonment in the discretion of the court.

This act is ordered to take immediate effect.

AN ACT to provide for the extension of the life of partnership associations limited, organized under the laws of this State whose term of existence would otherwise expire, and to fix the rights, duties and liabilities of such partnership associations limited.

The People of the State of Michigan enact:

SECTION 1. Any partnership association limited, organized under the general laws of this State whose term is about to expire by limitation, may at any time within two years next preceding the expiration of such term, by a vote of at least twothirds of its capital, at any annual meeting or at any special meeting of its members called for that purpose, direct the continuance of its existence for such further term, not exceeding twenty years from the expiration of its former term, as may be expressed in a resolution for that purpose. Upon the adoption of such resolution at the annual meeting or any special meeting called in accordance with the by-laws of the organization, it shall be the duty of the chairman and secretary to make, sign and acknowledge duplicate articles of association, to which shall be appended a copy of the proceedings of such meeting, certified by the secretary and verified by his oath, which articles of association shall be recorded in the same public offices where the original articles of association of partnership associations limited are required to be recorded, at the expense of said corporation, and the record thereof or a certified copy of such record, shall be prima facie evidence of the facts therein recited: Provided, That such partnership association limited shall at the time of filing such articles of association, pay the same franchise fee as would be required in the case of an original organization of such association.

SEC. 2. The renewed term of such partnership association conferred by limited shall begin from the expiration of its former term, and an association which has thus been renewed shall be the same association and hold and own all the rights, franchises and property held and owned by the association before renewal and be subject to all its liabilities, and have the same members and the same officers. The articles of association and by-laws thereof may be changed or amended by the association in the manner required by law.

AN ACT to authorize boards of supervisors to use excess funds of the county road fund for the payment of interest on road bonds in certain cases.

The People of the State of Michigan enact:

SECTION 1. In any county in this State wherein an issue Payment of of road bonds has been authorized by vote of the electors, as is by law provided, and no provision has been made for the payment of the first year's interest on such bonds, the board of supervisors of such county is hereby authorized to use any excess of funds remaining to the credit of the county road fund of such county for the payment of such first year's interest on such bonds.
