That the Stewards fix the hour of starting for each race, the day before running, allowing half an hour between each race. II. That every person who is not weighed and ready to mount at the time appointed for starting, shall forfeit one sov. to be paid before the race is run. That every groom shall have his horse at the post, ready to start, within five minutes of the time appointed by the Steward; and every groom making default herein shall forfeit one sov. to be paid to the Secretary, and by him accounted for to the Club. III. That every member pay 2 sov. annually, and from and after the present time each member to pay 2 sov. entrance. IV. That a person desirous of belonging to the Club shall be proposed by one member and seconded by another; five members to make a ballot, and one black ball to exclude. V. That a person, though chosen, shall not be considered a member till he has paid his entrance and subscription, nor will any member be allowed to ride who is in arrear for the same. VI. That all disputes be referred to the Steward, who shall be at liberty to refer the question to the members present when the dispute arose. VII. That the management of the Club be entrusted to the Hon. James Dutton and a Committee of two other members, one of whom is to go out and a fresh one to be elected annually. VIII.
