PROPOSED EXTENSION OF AEC INDEMNITY

LEGISLATION

The subcommittee met at 10:15 a.m., pursuant to call, in room AE-1, the Capitol, Representative Chet Holifield (chairman of the Joint Committee) presiding.

Present: Representatives Holifield, Price, Morris, Hosmer, Anderson, and McCulloch; and Senator Aiken.

Also present: John T. Conway, executive director; Edward J. Bauser, assistant director; Leonard M. Trosten, staff counsel; George F. Murphy, Jr., professional staff member; James B. Graham, technical adviser; Jack Rosen, staff consultant; and William T. England, legal consultant.

Chairman HOLIFIELD. The committee will be in order.

Senator Pastore, the chairman of the Subcommittee on Legislation, is unable to be here this morning. I will open the meeting by reading his statement.

This morning the Subcommittee on Legislation of the Joint Committee on Atomic Energy is beginning a series of hearings on bills (H.R. 8496 and S. 2042) relating to one of the most important pieces of legislation in the atomic energy field-the Price-Anderson Act. These identical bills were introduced on May 26, 1965, by Congressman Melvin Price and Senator Clinton P. Anderson and without objection the bills will be included in the hearing record. (See app. 1, p. 235.)

The Joint Committee announced these hearings on May 27, 1965, and instructed all persons who desired to testify to so notify the committee. Without objection, the press release of May 27, 1965, and succeeding announcements will be included in the record at an appropriate point. (See app. 2, p. 236.)

This press release identified the following key policy questions to which the committee would address itself during these hearings.

1. Will there still be a need for Price-Anderson type legislation after August 1967?

2. Will additional nuclear liability insurance be available from commercial sources in the immediate future, and if so, in which amounts? Will increasing amounts of such insurance become available over the next several years?
