Resolved, (The House concurring,) That the committee on printing be instructed to prepare and cause to be published, with all possible despatch, for the use of the two Houses of this and the next Legislature, three hundred copies of a Manual containing the Rules of each House, the Joint Rules of the same, and the two Houses in joint convention, with the Index thereof, the Revised Constitution of this State, with an index thereof; the census of this State for the years 1845, 1850, and 1854, by counties, in alphabetical order, a table of the names, residence, post office address, boarding house, nativity, occupation, and age of cach member of the Legislature, a list of the Senators by Districts, and of the Representatives by Counties and Districts, a table of the standing committees of each House, and a Calendar of 1859, 1860 and 1861 and also a diagram of the two Houses.

On motion of Mr. Perry,

The House concurred in the adoption of the resolution.

MOTIONS, RESOLUTIONS AND NOTICES.

On motion of Mr. Phelps, it was

Resolved, That the use of this Hall be granted to the Ladies' Association of the First Free Will Baptist Church, of Lansing, on Tuesday evening, the 18th inst., for the purpose of an evening party, the benefits of which are to be given to the Rev. L. B. Potter.

On motion of Mr. E. H. Thomson, it was

Resolved, That the use of this House be granted on Wednesday evening, the 19th inst., for an exhibition of the deaf, dumb and blind pupils from the Asylum, at Flint.

On motion of Mr. Brewster, it was

Resolved, That the committee of agriculture and manufactures be instructed to enquire into and report upon the propriety of so amending section 1, of chapter 54, of title 16, of the compiled laws, that it shall be optional with boards of supervisors to levy the tax therein provided for.

On motion of Mr. E. H. Thomson,

The report of the committee on rules and joint rules was taken from the table.

On motion of Mr. E. H. Thomson,

The report was adopted, and the rules amended according to the report.

Mr. Reeves offered the following:

Resolved,, That 400 copies of the daily journal be ordered printed in the German language, and that said journals be equally distributed to the members of the Houses.

On motion of Mr. Dickey,

The resolution was laid on the table.

Mr. Thomas gave notice that on some future day he would ask leave to introduce

A bill to amend act No. 13 of the session laws of 1858, relating to highways.

Mr. Raymond gave notice that he would on some future day ask leave to introduce

A bill to complete the tax roll and extend the time of collecting taxes in the town of Hampton, Bay county.

Mr. Wixson gave notice that at some future day he would ask leave to introduce

A bill to lay out and establish a State road in the county of Sanilac. Mr. Allen gave notice that he would on some future day ask leave to introduce

A bill to amend an act entitled an "act to provide for the recording of town plats, and for vacating the same in certain cases," approved April 19, 1839.

Mr. Loomis gave notice that on some future day he would ask leave to introduce

A bill entitled an act to incorporate the village of Marquette.

Mr. Sharp gave notice that on to-morrow, or some subsequent day, he would introduce

A bill to change the name of John Farrah, of Lenawee county, to John F. Temple.

On motion of Mr. Phelps, it was

Resolved, That rule 42 of this House, be so amended as to provide for a standing committee of three on the House of Correction.

Mr. Driggs, in accordance with previous notice, leave being granted, introduced

A bill to incorporate the city of East Saginaw.

Which was read twice, and referred to committee on banks and in

corporations.

On motion of Mr. Smith,

The resolution referring to the Governor's message to the appropriate committees, was taken from the table.

On motion of Mr. Dickey,

The resolution was amended so as to read as follows:

Resolved, That so much of the Governor's message as relates to State finances, the public debt, the levying and collection of taxes, and the adoption of measures for the relief of the suffering of Gratiot and Isabella counties, be referred to the committee of Ways and Means;

That so much as relates to the State Prison and Prison contracts, be referred to the committee on the State Prison;

That so much as relates to convict labor be referred to a special committee of five;

That so much as relates to the subject of education and the appointment of a Deputy Superintendent of Public Instruction, to the committee on Education;

That so much as relates to the Agricultural College, be referred to the committee on Agriculture and Manufactures, and the committee of Education, jointly;

That so much as relates to swamp lands and railroad land grants, be referred to the committee on Public Lands;

That so much as relates to the policy of the appointment of a State geologist, be referred to the committee on State geology;

That so much as relates to a registry law, be referred to the committee on State affairs;

That so much as relates to an amendment of the constitution so as to provide for annual sessions of the Legislature, the fees and salaries of judges of probate, and amendments of the present tax law, be referred to the select committee on constitution.

That so much as relates to the Asylum for the Insane, be referred to the committee on the same;

That so much as relates to the Asylum for the Deaf, Dumb and the Blind, to the committee on the same;

That so much as relates to the House of Correction, be referred to a standing committee of three;

That so much as relates to the policy of the appointment of an emigrant agent, be referred to the committee on State affairs.

And the resolution, as amended, was then adopted, and the message so referred.

Mr. Smith moved that the resolution relative to the pardons granted. by the Governor, and the reasons therefor, be taken from the table. Which was adopted.

The question recurring on the adoption of the resolution,

Mr. McMahon moved to refer the resolution to the committee on

printing.

Mr. Smith moved to lay the motion to refer on the table.

Which motion was adopted.

Mr. Pratt, on behalf of the trustees of the Asylum for the Insane, presented their report for the years 1857-58, and moved that it be referred to the committee on asylums.

Wbich was adopted.

Mr. E. H. Thomson, previous notice having been given, and leave being granted, introduced

A bill to amend an act disposing of certain grants of land made to to the State of Michigan for railroad purposes, by act of Congress, approved June 3, 1856 approved February 14, 1857.

Which was read twice and referred to the committee on public lands.

On motion of Mr. Monroe,

The House adjourned till 10 o'clock, to-morrow morning.

Absent at the roll call:-Mesars. Baldwin, Bancroft, Carr, Greenfield, Mussey, Reeves and H. S. Buel.

Mr. Bushnell asked and obtained leave of absence for Mr. Bancroft

for three days.

Mr. Kore asked and obtained leave of absence for Mr. Mussey on account of illness.

Mr. McMahon moved that leave of absence be granted to all who wish to visit Grand Rapids.

Which motion was not adopted.

Mr. Robison asked and obtained leave of absence for Mr. Greenfield

for three days.

Mr. Raymond asked and obtained leave of absence for Mr. Baldwin for an indefinite time.

Mr. Carpenter asked and obtained leave of absence for Mr. H. S. Buel for three days.

The Speaker, under the rules as amended, announced the following standing committees:

By Mr. Kelsey: petition of Geo. Snyder, Orlando Eddy, Francis Ackley and 39 others, asking for the passage of an act to amend act number 31 of the session laws of 1858, so that a greater proportion of the proceeds of the sales of the Swamp Lands may be applied to purposes of draining and ditching the same.

Referred to the committee on public lands.
