Exclusive of an item of $2,363.03, the unused balance of appropriations by chapters 87 and 547 of the Laws of 1912, which will lapse during the fiscal year October 1, 1913, to September 30,

1914.

The unused balance of $5.40 for this item lapsed July 28, 1913.

8 Offsetting this balance were bills totaling $11,216.65 which were due but unpaid on September 30, 1913. Thus there was an actual deficiency of $3,668.01, which was provided for by an appropriation of $4,100 (Chap. 833, Laws 1913, effective December 24, 1913).
