proper testing apparatus for consumers' meters. Preliminary work is under way in connection with tests to verify the rating of electric lamps furnished to consumers of the lighting companies in the First District.
Track and Cable Inspection.-- Nearly 100 complaints were received during the year in regard to defective track conditions which caused unwarranted noise from operation of cars. General inspection of tracks was made and defective conditions frequently cornected. Some 500 inspections were made regarding the condition of underground cables temporarily supported over subway construction work,
Engineering Statistics.— The work of collecting engineering data and adding this information to the Unit Cost File of the Commission was continued during the year. The present costs of material and labor, obtained from contracts, purchasing agents' orders and elsewhere, were collected and classified. The l'eco..! rf car equipment owned by the companies in the district has been kept up to date with the result that there is at the present time in the files of the Commission a complete description of every passenger car operating in the district and subject to the jurisdiction of the Commission.
Locomotive Boilers.— The boilers of all steam locomotives operated entirely within the First District on tracks of companies subject to the jurisdiction of the Commission have been inspected and quarterly certificates of inspection filed in the office. A number of defects have been found in such boilers, but these have been corrected either by informal agreements with the company affected, or by order of the Commission.
