and extends under Eastern parkway from the Prospect Park plaza to a point about 600 feet east of Nostrand avenue. Contractor, Inter-Continental Construction Corporation. Date of contract, June 15, 1915. Contract period, 22 months. Summary of contractor's bid, $2,744,263.

This section is mostly double-decked, with the eastbound tracks on the upper level and the westbound on the lower level, so as to keep the total construction as narrow as possible to safeguard the trees in the parkway. The arrangement of one-way traffic on each level is advantageous for the connections with the branch lines, and is also convenient for traffic.

Working drawings were completed and shop drawings checked prior to 1917.

After the contract was awarded, the New York Municipal Railway Corporation prepared plans for a future station on the Brighton Beach line at Eastern parkway, to connect with the Interborough Rapid Transit Company's Franklin Avenue station on this route. These plans, which were approved by the Commission, necessitated changes in the Franklin Avenue station and adjacent structure. On this section a turnout is provided for a connection with the Nostrand Avenue line, Route No. 29. During the year minor revisions were made. Studies were also made in connection with the substitution of open-cut for cut-and-cover construction at Institute Park station.

Route No. 12, Section No. 3. This is a four-track structure under Eastern parkway, extending from a point about 600 feet east of Nostrand avenue to a point near Buffalo avenue, thence under private property toward East 98th street near President street, where the tracks emerge to connect with the three-track elevated structure of the Livonia Avenue Elevated line, Route No. 31. Provision is made for extending the structure in Eastern parkway beyond Buffalo avenue. On this section provision is also made for connection with the proposed line on Utica avenue. This structure is double-decked, the same as that for Section No. 2, to avoid destroying the trees along the parkway. The part of this section which passes through private property in the block bounded by Eastern parkway, and Ralph, East New York and Buffalo avenues, was designed as an ornamental structure, as this

property was acquired by resolution of the Board of Estimate for park purposes. Contractor, Rodgers & Hagerty, Inc. Date of contract, September 25, 1915. Contract period, 20 months. Summary of contractor's bid, $2,170,652.50.

Working drawings were completed and shop drawings checked prior to 1917.

Route No. 31, Livonia Avenue Line.— This is an elevated extension of the Eastern Parkway route and forms the eastern main branch of the Interborough Rapid Transit Company's Brooklyn trunk line. It begins at a point on private property east of Buffalo avenue and extends over East 98th street and Livonia avenue to New Lots avenue. Route No. 31 at present is being constructed as a two-track elevated line, although provision has been made in the design for a third track for this line as future traffic may warrant.

On January 10, 1917, bids were opened for the construction of this line, and a contract for its construction, excluding supply of structural steel, was awarded to William G. Cooper, Inc.; contract price, $257,164. Contract for the supply of structural steel was awarded to the American Bridge Company; contract price, $1,431,755.

Construction drawings for the entire line have been issued and about 80 per cent of the contractor's shop details checked.

Route No. 29, Section No. 1.- This section connects with Route No. 12, Section No. 2, at Eastern parkway and Nostrand avenue, and extends southerly under Nostrand avenue to a point 220 feet south of the southerly building line of Church avenue. It is a two-track subway with four local stations. Contractor, Newman & Carey Subway Construction Company. Date of contract, August 20, 1915. Contract period, 21 months. Summary

of contractor's bid, $2,073,303.70.

Working drawings and checking of shop details were completed prior to 1917. The work during the year consisted of making plans and checking details for station entrances.

Route No. 29, Section No. 2.- This is a two-track subway, extending under Nostrand avenue from a point about 220 feet south of the southerly building line of Church avenue to a point about 142 feet south of the southeast corner of Flatbush avenue

and Nostrand avenue. Contractor, Dock Contractor Company. Date of contract, October 8, 1915. Contract period, 21 months. Summary of contractor's bid, $1,602,730.70.

Working drawings were completed and shop drawings checked prior to 1917.

The sewer crossing under the Flatbush Avenue station has been redesigned and changes have been made in the arrangement and location of stairs at the Flatbush Avenue station.

Route No. 57, Section No. 1.- This section consists of the two-track subway connection with the Eastern Parkway subway, connecting to a three-track elevated line on Utica avenue, and extending from Eastern parkway and Utica avenue along Utica avenue to about Clarendon road.

Route No. 57, Section No. 2.— This is a three-track elevated road along Utica avenue from about Clarendon road to Flatbush

avenue.

Detail plans of the structure and estimates of this line have been prepared to determine the proper assessment. Maps of the easement area, divided into districts, and the apportionment of the amounts to be levied in each district were completed during 1917. The matter of the easements has been further developed and taken up with the various interested City departments, with a view to getting this method of financing the additional rapid transit facilities adjudicated.

Construction: Route No. 12, Section No. 1.- During the year all excavation on this section was completed and the structure built, including two tracks of the Brighton Beach connection, from near Atlantic avenue to the southerly end of the section, to be operated by the New York Municipal Railway Corporation. Backfilling and subsurface restoration and the restoration of sidewalks were completed, including the restoration of permanent pavement. The supports for the elevated railway columns on Flatbush avenue, between Atlantic and Fifth avenues, were transferred to the subway roof. The physical connection between the First Subway at the southerly end of the Atlantic Avenue station and the new subway was made.

Some minor details of construction remain to be finished, such as the completion of stairways and the removal of such portions

of the existing platforms at the Atlantic Avenue station as are necessary to complete the work preliminary to operation.

In Fulton street between Ashland place and St. Felix street, excavation is about completed. In St. Felix street excavation is complete between Fulton street and Hanson place, except a short stretch just south of Lafayette avenue, and the subway structure practically built. The underpinning and maintaining, protecting and securing of buildings are complete. Along Fulton street the elevated railway columns were temporarily supported during the process of excavation. Between Lafayette avenue and Hanson place the bottom of the excavation for the subway extends a considerable distance below ground water. For the upper twenty feet the material encountered consisted of sand and loam, with numerous boulders.

The percentages of the principal items of work completed are as follows:

About 88 per cent of the total estimated value of the work is complete.

Route No. 12, Section No. 1-A.-During the year backfilling and the restoration of subsurface structures, sidewalks and roadway were completed. This section is entirely complete ready for station finish and track installation.

Route No. 12, Section No. 2.- On this section the structure from Nostrand avenue to the easterly end of the section was substantially completed at the beginning of 1917.

During the year excavation was started from the westerly end of the section, working east. It is substantially completed from Underhill avenue to Washington avenue; partly completed from Washington avenue to Classon avenue, and wholly completed from Classon avenue to Franklin avenue and from Bedford avenue to Nostrand avenue.
