FOR OPERATION BY THE INTERBOROUGH RAPID TRANSIT

COMPANY

1. Second, Third and Ninth Avenue Elevated Lines.- Reconstruction and third-tracking of these lines.

2. Webster Avenue Line.- Connects with the Third Avenue Elevated line at about Fordham road and extends over Webster avenue and Gun Hill road, at which point it makes a connection with the City-built White Plains Road line.

3. Eighth Avenue and 162d Street Connection. This is an extension of the Ninth Avenue Elevated line and crosses the Harlem river to and under 162d street and private property to River avenue, where it makes a connection with the City-built Jerome Avenue line.

4. West Farms Subway Connection.- Connects with the Third Avenue Elevated line at about 143d street and makes a connection with the elevated extension of the First Subway at about Brook and Westchester avenues.

5. Queensboro Bridge Line.- Connects the City-built Queensboro subway in Queens with the Second Avenue Elevated line in Manhattan, via Queensboro bridge.

FOR OPERATION BY THE NEW YORK MUNICIPAL RAILWAY

CORPORATION

1. Fulton Street, Broadway and Myrtle Avenue Lines.— Reconstruction and third-tracking of these lines.

2. East New York Reconstruction.- Includes the reconstruction of the various lines and yards at the intersections of the Broadway and Fulton Street Elevated lines.

3. Jamaica Avenue Extension. This is an extension from Cypress Hills station on the Broadway Elevated line to Cliffside avenue, Jamaica.

4. Liberty Avenue Extension. This is an elevated structure extending from City Line station on the Fulton Street line to Lefferts avenue.

5. Reconstruction of Brighton Beach Line.- This includes provision for a connection with the Fourth Avenue subway via the new City-built line (Route 12, Section 2-A) at Malbone street, and also various changes to increase the capacity of the line.

*6. Williamsburg Bridge Plaza Station Reconstruction. This includes the reconstruction of a portion of the Williamsburg bridge to permit of the construction of an express station on the plaza at the Brooklyn end of the bridge.

7. Coney Island Terminal.-This is a line connecting the various lines to be operated by the Brooklyn Rapid Transit System to Coney Island.

8. Canarsie Line Reconstruction. Includes the reconstruction of stations on this line from about Livonia avenue to Rockaway parkway.

*9. Adams Street Relocation. This consists of removing a portion of the Fulton Street Elevated line from Fulton street, and the relocation of same in Adams street.

The progress of work on these Dual System Contracts, during the year 1917, under the supervision of the Engineering Department, is presented in this report, in detail, under the following subdivisions:

INTERBOROUGH RAPID TRANSIT DIVISION

LINES

EAST TRUNK LINE IN MANHATTAN

This east trunk line comprises Route No. 43, Sections Nos. 1 and 2, Route No. 5, Sections Nos. 7 to 15, inclusive, and Route No. 27. The progress of work is here given on such sections of these routes as have been in course of construction during 1917, the remaining sections having been completed at the close of 1916, as shown in the report of that year, with the exception of work on station finish and track installation hereinafter referred to, as let under contracts separate from the regular construction contracts, when the latter are found to be completed ready for this work of station finish and track installation.

Plans: Route No. 43, Section No. 1.- This section includes most of the so-called Diagonal Station, the connecting link between the new subway on Lexington avenue and the existing ManhattanBronx Rapid Transit Railroad under Park avenue, and extends northerly to the center line of 42d street. The construction of this section and the part of the Queensboro subway underneath the Diagonal Station has been included in one contract. The drawings for this section were completed during 1916. Modifications of the design for ventilation shaft have been made. The final design of the proposed Park Avenue viaduct has been examined in relation to the subway structure which supports part of the viaduct loads. A series of drawings for a booklet to be used in the sale of the Grand Union Hotel plot and property acquired by the City for the construction of this contract have been made. Contractor, Rapid Transit Subway Construction Company. Date of contract, December 3, 1914. period, 28 months. Summary of contractor's bid, $3,097,312.50. Route No. 43, Section No. 2.- This section includes that part of the Diagonal Connection between Park and Lexington avenues which is located within and adjacent to the New York Central property at the northwest corner of 42d street and Lexington The main portion of the structure was designed and constructed by the New York Central Railroad Company, under the general supervision of the Chief Engineer, in accordance with the terms of an agreement dated March 30, 1915.

Contract

This main structure and the stairways and the necessary easement therefor in the property in question were acquired by the city from the New York Central Railroad Company for a sum of $902,500. Construction drawings for the track-floor platform and mezzanine floor (not included in the agreement with the New York Central Railroad Company) were made and shop drawings approved. Plans for the Hotel Commodore, which is being constructed over and partially supported by the subway structure, were examined and approved as to loads on the roof of the subway. Plans showing details of entrance stairways for Diagonal Station to be provided by the New York Central Railroad Company, under the terms of the agreement above referred to, were submitted and approved during the year.

Route No. 5, Section No. 7.- This section is a four-track subway extending under Lexington avenue from East 43d street to East 53d street. All working drawings were completed and all shop drawings checked prior to 1917. Contractor, Rapid Transit Subway Construction Company. Date of contract, August 7, 1914. Contract period, 31 months. Summary of contractor's bid, $1,950,164.50.

Route No. 5, Section No. 13.- This section is a four-track subway extending under Lexington avenue from about 117th street to about 128th street. The contract was let to the Bradley Contracting Company and assigned to McMullen, Snare & Triest, Inc. Working drawings were completed and shop drawings checked prior to 1917. Date of contract, November 17, 1911. Contract period, 42 months. Summary of contractor's bid,

$4,071,416.50.

Route No. 27, Connection with Mott Avenue and 149th Street. -An agreement was entered into on March 12, 1917, between The City of New York, acting by the Public Service Commission, and the Interborough Rapid Transit Company, whereby the Interborough Rapid Transit Company was to perform such construction as was necessary to complete the connection between the Lexington Avenue branch of the Seventh Avenue-Lexington Avenue subway and the Manhattan-Broadway Rapid Transit Railroad at 149th street, between Gerard and Mott avenues.

All working drawings are made and shop drawings checked for this work.

Extension of Mott Avenue Station Platforms and Connection to New York Central Railroad Station. On November 6, 1916, an agreement was made between The City of New York, acting by the Public Service Commission, the Interborough Rapid Transit Company and the New York Central Railroad Company, whereby the Interborough Rapid Transit Company was to extend the Mott Avenue platforms to the east on account of the construction of connections between the First Subway and the new Lexington Avenue subway, and to provide a means of passage between the Mott Avenue station of the First Subway and the proposed New York Central station at 149 th street.

All construction drawings for this work are complete. Construction: Route No. 43, Section No. 1.- Excavation in both earth and rock has been practically completed. Work of this character was carried on within the limits of the site of the former Grand Union Hotel and under both Park avenue and 42d street; the latter excavation being beneath decking. The only excavation remaining is that required for the ventilation chamber to be built on 42d street between Park and Lexington avenues.

The difficult task of reconstructing the portions of the existing Manhattan-Bronx Rapid Transit Railroad at the points where the new railroad connects with the old, was successfully accomplished during the year. The Diagonal Station structure, with

its mezzanines and connections to the Grand Central stations of the Manhattan-Bronx subway and the Queensboro subway, has been practically completed. The connections include a passageway which joins the platforms of the Diagonal Station with those of the Grand Central station of the Queensboro subway. As the construction of this passageway was not contemplated by the original contract, a special agreement for its construction was entered into.

About 85 per cent of the work of constructing the new shuttle tracks for the trains which are to be operated between the Grand Central station and the Times Square station is complete.

Subsurface restoration has been in progress, but considerable work of this kind remains to be done. Some backfill has been placed and temporary pavements laid over same.
