Y., for the Year Ending June 30, 1917 To the Honorable, the Legislature of the State of New York: The Board of Managers of the State Custodial Asylum for Feeble-Minded Women, at Newark, respectfully submits, herewith, its annual report for the year ending June 30, 1917, as provided by law. The population on that date was 856. The Burnham Cottage was opened in June, and will soon be filled to its capacity. This is a very satisfactory building. It was planned to accommodate 92 inmates, but we hope to house 120 in it. The opening of the hospital has been delayed by the impossibility of getting the building completed according to the specifications. We hope, however, that it will be in use during the present fiscal year. This building will add to our facilities for caring for the sick, and will make a pleasanter and more comfortable home for the crippled and helpless members of the community. The health of the inmates during the year has been excellent. There have been only nine deaths. As a Board of Managers, we are greatly interested in the Hospital Development Commission provided for by the Sage bill passed by the last Legislature, and we see in the work of this body of men appointed to study the needs of the insane and feebleminded; and to formulate a definite institutional policy, much hope for the future. The memorandum recently submitted to this Commission by the Committee on Mental Hygiene and the New York Committee on Feeble-Mindedness, shows the great need of intelligent and far-sighted planning for this unfortunate class. From various surveys made in New York State, in other states, and in Great Britain, it is estimated that there are 35,000 feebleminded persons in this State alone, only 6,000 of whom are in institutions established for them, and 4,500 in other institutions; leaving 24,500 at large in the community. Not all of this large number require institutional care, but we believe that all the feeble-minded, in justice to them and to all others, should either be cared for in institutions, or be placed under some sort of official supervision in the community. The term of office of Gertrude A. Moss, who had served this board for twenty-five years, expired during the year. We desire to record our appreciation of her long and faithful service. Mrs. Edna E. Lampert, of Rochester, was appointed to succeed Mrs. Moss. Owing to the marked advance in the cost of all food products, fuel and materials, and owing to the increase of population, we have to ask the Legislature to provide a deficiency appropriation to carry us to the end of this fiscal year, in the amount of $46,725. Our requirements for next year, details of which have been set forth in the budget requests forwarded to the Governor, the legislative committees, the Comptroller and the Fiscal Supervisor, are as follows: 6.
