VI. Congress of BE it enacted, That the congress of the United U. 1. WHEREAS great loss has been incurred by the Preamble state from the receipt of the articles made commutable by an act, “To amend and reduce the several acts of assembly for ascertaining certain taxes and duties, and for establishing a permanent revenue into one act.”

11.
