BILL OF PAINS AND PENALTIES.

AUG. 17, 1820.—At a very early hour many individuals hoping that their assiduity would procure for them an opportunity of witnessing the progress of this interesting inquiry, assembled in the neighbourhood of the house of lords. Those, however, who did not bear with them the passport of a noble lord, or were unconnected with the public press, were very much disappointed. much disappointed. Their early rising, as far as their curiosity was concerned, was fruitless. Soon after nine o'clock the peers began to take their seats in the body of the house; and several members of the house of commons, amongst whom we observed Mr. Tierney, Mr. Calcraft, Mr. Grenfell, &c. took up stations near the throne. The space reserved for the queen's counsel, the shorthand writer, &c. was provided with three small desks. On these five ink-stands were placed, with
