* Deaths under one year were not compiled separately until 1904. The registration of births was very incomplete for the early years and can scarcely be taken as approximately complete prior to 1908. On this account even for later years the infant mortality (i. e. ratio of deaths under one year per 1,000 living births) is too high.

* Registration of births known to be incomplete until recent years, particularly in the State outside of New York City. Consequently recorded birth rates in earlier years for rest of State aro too low and corresponding infant inortality rates (ratio of deaths under 1 year per 1,000 living births) too high.

* Population estimates based upon United States censuses of 1900 and 1910 for New York City and on United States census of 1910 and State census of 1915 for remainder of State.

1 “Rural," as used in this table, includes all territory outside the 57 upstate cities and 3 large villages here listed.

I Cities in which State institutions are located, deaths of the latter being included to allow of comparability with other places or periods. Revised rates for 1917 excluding these deaths are shown in last column of this table page 413.

† Certain cities for which a decrease was shown in populalion from 1910 to 1915 are represented by rates based on the State census, 1915.
