This collection of laws and related material, frequently referred to by the Committees on Foreign Relations of the Senate and Foreign Affairs of the House of Representatives, was prepared by officials in various departments and agencies of the executive branch in collaboration with the staffs of the Committees on Foreign Relations and Foreign Affairs.

It contains the texts of the laws as amended to date. The laws are annotated to show pertinent history or cross references. No assumption as to the importance or significance of any of the material is to be made because of its inclusion or treatment here.
