The Board of State Auditors shall submit to the legislature annually at the commencement of its session in January, a report of their doings during the year next preceding.-Compiled Laws 1897, section 122.

REPORT.

To the Honorable Woodbridge N. Ferris,

Governor of the State of Michigan:

Sir-In obedience to the requirements of law, we have the honor to submit the following report of the proceedings of the Board of State Auditors for the fiscal year ending June 30, 1914.

The Board of State Auditors convened at the Capitol at 9 o'clock a. m.
Present: Frederick C. Martindale, Secretary of State,

John W. Haarar, State Treasurer,

Augustus C. Carton, Commissioner of the State Land Office. Minutes of previous meeting were read and approved.

Report was made of allowances of meetings June 4, 11 and 25, 1913: amount claimed, $65,579.80; amount allowed, $65,541.80; amount disallowed, $38.00.

Report of postage allowances for the quarter ending June 30, 1913, was presented and forwarded to the Governor as required by law. The total allowance for postage for said quarter amounted to $8,025.12.

The Board considered claims which had been presented for allowance.
On motion recess was taken to 1 o'clock p. m.

The Board reconvened.

The Board continued the examination of claims which had been presented for allowance.

The Board of State Tax Commissioners met with the Board of State Auditors and stated that they had rearranged and classified the employes under the Board of State Tax Commissioners, and filed with the Board of State Auditors a proposed pay roll showing the names of the present force together with a statement of the grade or occupation of each, and the amount of salary now being drawn, and the amount of salary each would draw under the new arrangement, and asked the approval of the Board of State Auditors to the same. On motion the Board of State Auditors approved of the action of the Board of State Tax Commissioners, said approval applying only to the pay roll as presented, and communication was placed on file.

A communication was received from Grant Fellows, Attorney General, requesting that C. A. Parker be continued in the employ of the State as expert accountant at a salary of $3,200.00 per year and necessary expenses while away from home. On motion the request was granted and communication was placed on file.

On motion recess was taken to July 17, 1913, at 8 o'clock a. m.

July 17, 1913, at 8 o'clock a. m. the Board reconvened.

A communication was received from Chas. H. Davis stating that Lansing was to have a home coming week September 1 to 6, 1913, inclusive, and requesting that the Board grant the Lansing Chamber of Commerce the privilege of erecting a tent about 80x130 feet on the Capitol lawn to be used as a reception place for the out-of-town guests. On motion the Board refused to grant such request. Communication was ordered filed.

A communication was received from R. L. Dixon, secretary of the Commission to Investigate the Extent of Feeblemindedness, Epilepsy, Insanity and other Conditions of Mental Defectiveness, stating that the Commission had appointed Miss Adele McKinnie as chief field worker at a salary of $100.00 per month and necessary traveling expenses, during the life of the Commission, or until such time as her services can be dispensed with; Miss Pauline Buck as special investigator in relation to the juvenile reform schools at Adrian and Lansing for the term of three months, at the rate of $50.00 per month and necessary traveling expenses; Miss Sarah McKay as field worker at a salary of $75.00 per month and traveling expenses during the life of the Commission, or until such time as her services can be dispensed with; Miss Annette Markham as stenographer of the Commission at a salary of $50.00 per month and necessary traveling expenses if required to work outside of the office of the Commission, her appointment to last during the life of the Commission, or until in the judgment of the Commission her services can be dispensed with; said appointments to take effect July 1, 1913, subject to the approval of the Board of State Auditors, and requesting the approval of the Board of State Auditors to the same. On motion the Board approved the salaries as recommended by the Commission, and communication was placed on file.

A communication was received from R. C. Allen, director of the Geological Survey, requesting the allowance of claim for expenses of himself in attending the 12th International Geological Congress to be held in Toronto, Can., August 7 to 12, 1913. On motion the request was granted and the communication was ordered filed.

A communication was received from John T. Winship, Commissioner of Insurance, requesting the allowance of claims for expenses of himself and Deputy Orr in attending the annual meeting of the National Convention of Insurance Commissioners to be held in Burlington, Vt., July 28 to August 1, 1913, and on motion request was granted and communication was placed on file.

On motion the Board directed that the communication received from G. W. Dickinson, superintendent and manager of State Fair, and presented to the Board of State Auditors for their consideration at their meeting on June 11, 1913, requesting the Board to authorize the expenditure of from $1,000.00 to $2,000.00 for the purpose of putting on a fish exhibit by the Michigan Fish Commission at the State Fair for 1913, be referred to the Attorney General with a request for his written opinion as to whether or not the Board of State Auditors had authority to authorize such expenditure.

A communication was received from F. B. McKibbin, president State League Building and Loan Associations, requesting the use of Senate Chamber for a two days' meeting of the Michigan League Local Building and Loan Associations to be held during the second week of September, 1913, the exact days of which would be furnished later. On motion the request was granted and communication was ordered filed.

Claim No. 91, Bion Whelan, $29.73, for services and expenses as medical inspector under instructions from State Board of Health, was presented to the Board of State Auditors for their consideration. Because of the fact that Dr. Whelan is a member of the Legislature, the Board directed that the claim be referred to the Attorney General with a request for his written opinion as to whether or not the claim was a valid one against the State.

On motion recess was taken to 1 o'clock p. m.

A communication was received from L. L. Wright, Superintendent of Public Instruction, requesting the allowance of claim of G. S. Lasher in attending the Congress on Hygiene at Buffalo, August 25 to 30, 1913. On motion the request was granted and communication was placed on file.

A communication was received from F. W. Corbett requesting the use of the south portion of State block No. 79, city of Lansing, for the purpose of holding a Chautauqua during the week of July 28 to August 3, 1913. On motion the request was granted and communication was ordered filed.

A communication was received from Caroline P. Campbell, chairman of committee Sophie de Marsac Campau Chapter, D. A. R., requesting that the first constitution of the State of Michigan be sent to the manuscript experts at the Library of Congress, Washington, D. C., that the same might be repaired and preserved for the benefit of future generations. On motion the Board referred the matter to Hon. Frederick C. Martindale, Secretary of State, and authorized the repair of the same.

A communication was received from John F. Widoe, together with claim of Ira Puffer (Pieffer) for State bounty of $100.00. On motion the Board directed that said claim and communication be referred to the Attorney General with a request for his written opinion as to whether or not said claim was a valid one against the State.

Claim of James C. Van Liew, $150.00, for State bounty, together with the affidavit of James C. Van Liew in support of the same setting up the fact that he had never drawn the State bounty for which the present claim is made, nor authorized anyone else so to do, and that if the same has been paid by the State of Michigan, as claimed by the Adjutant General's Department, that such payment was fraudulent and unauthorized, was presented to the Board of State Auditors for their consideration. A communication was also received from R. C. Vandercook, Adjutant General, informing the Board that the records in the Adjutant General's office show that Mr. Van Liew assigned his right in the $150.00 State bounty due him to Chas. Cadman, and that the voucher is signed (by mark) by Mr. Van Liew, and has two witnesses' signatures, and that it is also signed by the Quartermaster General, and also that his affidavit is on record stating that the claimant was a resident of Wisconsin, and that the claimant, Mr. Van Liew, states that these papers are forgeries. On motion the Board directed that the matter in question be referred to the Attorney General with a request that he investigate the matter and represent the State at the hearing of said claim. The Board also directed that Mr. Van Liew's attorneys be notified that he could be heard in connection with the matter at the next meeting of this Board.

An analysis of disbursements of the Kalamazoo State Hospital covering period of July 1, 1912, to June 30, 1913, was received. After examining the same, the Board directed that the analysis be placed on file.

On motion the Board adjourned.
