I did not, however, mean to undervalue the expedients and procedures which medical skill and science offer to prevent, mitigate, and cure the diseases of pregnancy. Whilst I maintain that these laws should constitute the fundamental basis of any code of hygiene that will attain the highest aim in the prevention of the diseases of pregnancy; reduce the mortality of child-bearing to its minimum; and promote the longevity of post cessation life, I am compelled to admit the impossibility of their general enforcement.
